Well, how large is the backup the iPhone X is trying to do?
Go to Settings>your name>iCloud>Manage Storage>Backups>tap on your device>see what the Next Backup Size is. If it is anywhere near to the amount of storage you have left, then you would have to remove some of the items you are attempting to back up.

I have 1.5 storage remaining for backup. The iphone X says not enough storage. Cannot backup.
