Though it appears on a single frame, it might a complete shot that's the problem. Please give the complete specifications for the original media and the media you convert to, video and audio.

Also try deleting your render files. Was the media optimized?

What do you see at frame 190 btw? You might try optimizing the clip and seeing if that helps.

Select the clip in the browser, right click, and select transcode media, choose optimize. Not sure if this will help from your description. Can you replace the shot with the blank frame? Is it in the middle of a shot?

There’s something very wrong with the media. A blank frame in a GOP structure codec means there’s information missing that can’t carry into adjacent frames. If it’s an I-frame, the first frame in the group, then in H.264 the next 15 frames can’t be built properly.

What are the video settings? Open in Quicktime Player, press command-I and post a screenshot.
