My iPhone X keeps asking me to view and accept iCloud terms

I can’t get rid of this notification. I go to settings select view new terms, accept them and the red #1 won’t go away. Every couple of days I get a pop up asking me to go in and view and accept. I keep doing it but it won’t go away. I am on iOS 11.2.6 have restarted the phone. Any suggestions?
