iCloud doesn't sync down to Mid 2009 iMac on OS X 10.11.6

Portions of iCloud, like iCloud Drive, Safari Bookmarks, do not sync down to a Mid 2009 iMac EDU model.

I have been through the Apple troubleshooting steps including Reinstalling El Capitan with no success.

Please Help.

I have already done those things and more, but to to avail. Across this community, I am seeing several other people with similar or the same problems with El Capitan, also following similar advice, seemingly to no avail, even though the iCloud support information document makes it clear that Support for iCloud Drive goes back to Yosemite. Is this a system-wide support failure for El Capitan on iCloud? I spent an hour with Apple Phone Support on Saturday as well. This iMac is fully capable of syncing, it just doesn't, for no particular reason. When i go into terminal and enter brctl log -w it shows an error in sync down.

Try running this program in your normal user account, then copy and paste the output in a reply. The program was created by etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy Report” and then paste into a reply. This will show what is running on your computer. No personal information is shown. You can run the report for free at least once, but if you run it several times, at some point it will ask you to pay a license fee.
