iCloud sync issue. cannot find check box for 'desktop and documents'

Hi

I just formatted and reinstalled macOS on my 2015 macbook pro. I am trying to sync my mac with iCloud where my all files are backed up through apple logo on the left top, System Preferences, iCloud, iCloud drive and clicked 'options' on the right of 'iCloud drive'. But I cannot find 'desktop and documents' check box which results in failure of sync as shown below.

I've talked to customer service but they said there is no other way than downloading every single file on the iCloud one by one. I've tried both control+option+shift and control+command+R+P but neither worked.

Does anyone have similar experience and solve it?
