On my MacBook Pro the Photos app won't update showing my latest photos from iCloud. I have tried repairing my library and also turning Photos off and back on in iCloud system preferences. My iMac on the other hand works fine. What else can I try?

I figured it out I think but I'm embarrassed I didn't realize this sooner. I sometimes use the VPN service Private Internet Access. It appears Photos won't update from iCloud while connected to the VPN. So sorry for all the trouble.

the Mac needs to be powered and awake - photos can be open or closed but must be inactive (I personally quit it)
What is the status? to check for problem photos make two smart albums (file menu ==> new smart album)
1 - photo - is - referenced
2 - photo - is - unable to upload to iCloud Photo Library

Patience is the solution - when you mess around and disconnect the library and reconnect it you start a new total upload of all photos to verify library integrity which takes a long time and may require you to upgrade your iCloud storage while the process is completing (once the verification is complete you can downgrade again)
Keep the Mac powered and awake and let it finish

That has been reported, it is best to not use a VPN with iCloud Photo Library - not something that I use or have any experience with
