After upgrade my iPad Mini2 to iOS 11 i can’t write the question and exclamation marks in all apps.
On numeric section of keypad is no Shift key and both marks are placed on upper case on dot (.) and comma (,) keys.

Before posting my question I have allready read the manulas and discussions, trust me.
Unfortunately, click on key and flick down give me only "head down" question mark, not normally question mark.

I already found it !
There are two keypads containing question mark - first numeric keypad appears by clicking on 123 key and here swiping down does not work.
But on next layout (by clicking on #+= key) both keys working WITHOUT SWIPING.

That screenshot implies that you are pressing and holding the key (that's what I get when I do so), you need to just swipe down on the key as you touch it, not hole the key and then try to swipe
