Shared Storage issue - Moved from 1 Apple ID to Multiple

We used 4 IPHONES with 1 one APPLE ID up until recently when we decided to have everyone have their own APPLE ID. We have 200 GB or storage so now we want to share that storage. The problem is the original APPLE ID is holding on to all the storage and no one can back up their phones to the shared storage now.

The primary ID is holding 176GB of the 200GB.

Do we need to delete the backups and then redo them on the individual phones or how can we release that information on the main ID?

Thank you.

To expand on what Limnos said, the Family Organizer must invite the other family members to share his storage and they must accept that invitation. See the "Share a storage plan with your existing family" and "What comes next" sections in:

Share an iCloud storage plan with your family - Apple Support

Note that when a family member switches to the shared family plan, they get a refund for the remainder of their personal plan. They can't keep their current plan and use the shared family plan at the same time.
