Photos quality of my iPhones 8 plus

I’m using PC so I use Chrome to watch or transf my photos taken by my iphone 8 plus. I just realized that when I transfer the photos from my icloud to my PC, the photos quality and resolution are very low. Just about 2xxx - 1xxx. I can’t transfer .HEIC photos because I can’t open them on my PC. The .JPEG photos transfered from icloud website are also too bad to be used. Does anyone have the same situation? If you do. What do you do? Thanks
