Trouble with installing apps

Applications can't be installed on my iPhone. There's some problem which I can't solve. During installation the following notice appears: app can't be downloaded at the moment. I restarted the phone many times, exited from Apple ID several times, returned the phone to the factory settings, but nothing helped. What else shall I do? iOS 10.2.1. iOS 11 also can't be installed. I've tried several times

My new iphone13 pro’s apps are stuck at “loading”. How do I resolve this issue? After I transferred data and activated my new iPhone 13 pro, all existing non-Apple apps are stuck at “loading”. New iphone11Pro I’m trying to set up my new iPhone from android. Some of the factory apps are not loading. 8 factory /native apps have loaded. These include; settings , clock, photos , camera , App Store , health , wallet and find my. I am unable to to install any of the other remaining factory apps eg . FaceTime , calendar,etc. These apps are grayed out stating “waiting”. Should I click on any of these grayed out apps it states “ unable to install”. I am able to install apps from the App Store . I’ve tried the normal troubleshooting; checking internet , erasing settings, checking airplane mode, restarting / rebooting, signing out and back in to Apple ID , etc.
