How can i clear notification from icloud to accept new terms and conditions?

I have this notification every 2 secs..

When i go in settings and click on icloud➡ New terms any conditions it says server is not available

For info restart and turning off data did not help and when i try to sign out of icloud it says Verification failed

Please help..
