Mac Files saved to NAS and Windows permissions issue

In my shop we have a simple Windows network and a Seagate NAS 2-Bay. We also have a Mac Pro running High Sierra to do all our Illustrator work. On almost a daily basis files are downloaded from an email link on Windows and saved direcly to the NAS's public folder. Then on the Mac the files are "unstuffed" in place. It appears that most often those files are no longer available to the Windows users who receive "Do not have permission to open this file" on the Windows 10 machines.

The permissions are supposed to be controlled by the NAS OS and the folders are set to public for all users (of course). The NAS supports both SMB and AFP (or what ever the Mac connection protocol is called) and when connected the Mac offers no selection as to which method to use.

I've been struggling with this for month without resolve. Does ANYONE familiar with this type of sharing structure have any idea as to why this is happening? Is there any issue with permissions being brought down from the source when the file(s) are contained in a stuffit archive?

Any ideas/suggestions GREATLY appreciated. Thank you

Mac Pro, OS X Yosemite (10.10.4)

In Finder, you can connect using afp or smb by using the syntax afp::<IP Address of NAS> or smb://<IP Address of NAS> .

The NAS driver will export the correct semantics for file access. Permissions should be translated to the correct file system semantics by the NAS driver and mapped to the underlying ext4 file system. The simplest way to check permissions is to connect to the NAS and right-click on file -> Get Info and check permissions, from either macOS or Windows and verify that they are correct.
