I have been using Photos (previously iPhoto) for more than a decade. In that time I have created dozens of projects including books, calendars, cards, etc. About two weeks ago I noticed that the "My Projects" tab was empty. I have read just about every post but can't find an answer. Does anyone know how to get these projects back?

This document describes, what iCloud is storing, when you sync the Photos Library on a Mac with iCloud Photo Library on a Mac with High Sierra. It will depend on your system version, if the people will sync:

After you sign in, these items appear in the Photos app on all of your Mac computers:
- All original photos and videos
- All folders and albums
- Smart Albums
- Names and faces in the People album
- Keywords
- Memories
- Key photo selections
These items are available only on the Mac where you created them:
- Books, cards, and calendars
- Slideshows
- Keyword shortcuts
- Unused keywords
- Last imported album (this album contains photos you most recently imported on a specific Mac)
Your photos or videos must be stored inside the Photos library to be accessible through iCloud Photo Library.
Note the last paragraph - your projects are only visible on the computer where you created them, because they will not sync with iCloud Photo Library. If you delete a photos library, you cannot restore the projects from iCloud, only the content mentioned in the first paragraph. To get the projects back, you would have to restore the Photos Library from the most recent backup of your backups, that still contains the projects.

iCloud Photo Library is just a sync service to keep the Photos libraries on all of your devices and online identical. The same goes for the iCloud Drive. It's a syncing service, not an off machine storage facility.
Do you have a backup copy of the library made just prior to the disappearance of your projects? If so restore it. I'd restore it to a different locations and verify it's what you want before deleting your current library.
I don't have a backup of this Laptop. I thought that all photos/albums and projects are stored in iCloud??? I have a desktop which probably has an older version of the Photos app and the library but I am reticent to turn it on right now because I don't want to have that photo library sync'd with iCloud.

Bad assumption
Nothing is "stored" in iCloud, there are syncing services using iCloud (specifically iCloud Photo Library) which depending on the undisclosed version of the OS that you have -- you state that you have OS X 10.6.5 but since that supports no iCloud Services and does not have Photos I doubt that it is accurate - albums and photos are synced - projects never are nor are smart albums and a few other things
What recently changed? Projects do not "just disappear", there is a reason and only you know what has gone on with your system
And as always is true if you have no backup then you have a 100% guarantee that you will lose things sooner or later - you have to always have a good, current backup and with an Time Capsule and Time Machine you always have one seamlessly and painlessly - a good place to start

If that were true I wouldn't be able to log into iCloud.com via a browser and see any of the photos... I can and all my photos are there. So its true that the photos are actually stored in the cloud. As for projects, I am not sure how or whether they are also stored in the cloud in order to sync the My Projects folder between various desktop and laptop devices.

My understanding is that projects do NOT sync between Macs; they are local to one Mac.
All "My Projects" have disappeared.
