Just trying to navigate the new Logics Loop system

So, a little history. I had 44000 samples, roughly. some apple loops, some user. some on Mac HD, some external. we moved loops off the hard drive to format it for a backup on a friends CPU, when we replaced the files afterward, Logic couldn't find them all, had about 32000 remaining. now i updated to high sierra, and to Logic 10.4.1, reindexed all loops, and now im pretty sure its just down to 22000 factory loops. i would like to know how to reindex all my user samples into the same organization system as the apple loops again, i don't really care much for the untagged loops option. If anyone could help, it would be great, and i'm sorry if this is a dumb question, but i've scoured google for about 30 minutes and can't find relevant information past 2013. i'm happy to provide more info if needed, just ask,

Mac mini, macOS High Sierra (10.13.3), Logic 10.4.1

yes they are on the external drive. i just wanted to make it clear that i would like to keep them on the external drive, and that these are not factory samples they are assorted sounds ive collected over the years. i just want them organized into the same section as the other apple factory sounds, instead of being in the untagged loops section.
