Managing Apps on Devices

When I sync my iPhone 6S (11.2.6) to my laptop, I can't see where to manage my apps in iTunes. I downloaded an app to my iPad which I want on my iPhone. Can't see how/where to do that. Nor am I seeing any of the apps in iTunes to allow me to manage them on my iPhone. Please advise.
