Can't "Allow" System Software from developer to to load.

I am trying to load newly installed google drive file stream.

I get this message.

So go into my Security and Privacy

but the allow button here will press and go blue, but not respond.

...and yes, this is after I have unlocked the settings to make changes.

What should I do to try and solve this?
