How do I fix my iPad mini that has a white tint on it?

My iPad mini 2 would go all white for a bit then go back then when I would do anything on it, it would go all white again I could still see the what app I was on just with a relaly bright white cover some images from other apps didn’t go away unless I turned the iPad off I tried everything but plug it into a compute.

If I understand your post correctly, your iPad has a white film over the display that sometimes requires you to restart the device to get it up. I'd like to help.
I'd recommend making sure you have a current backup. Here's how to create a backup: How to back up your iPhone, iPad, and iPod touch
After the backup is created, do a restore to factory settings using iTunes. This process will download and install a fresh copy of the operating system onto the device for you. The following article has the steps to do that: Restore your iPhone, iPad or iPod touch to factory settings
Once that's done, I'd recommend setting the iPhone up as new, and testing it out before restoring from a backup. Check out this article for those steps: Restore your iPhone, iPad, or iPod touch from a backup
