If I understand your post correctly, your iPad has a white film over the display that sometimes requires you to restart the device to get it up. I'd like to help.
I'd recommend making sure you have a current backup. Here's how to create a backup: How to back up your iPhone, iPad, and iPod touch
After the backup is created, do a restore to factory settings using iTunes. This process will download and install a fresh copy of the operating system onto the device for you. The following article has the steps to do that: Restore your iPhone, iPad or iPod touch to factory settings
