My screen is looking like an old broken tv

My screen is looking like an old broken tv with flashing green, white and pink lines while most of the screen is black. It barely responds to touch but the boutons works fine most of the time, though there’s a bit of a delay. It gets worse every time it gets restarted. It is fine sometimes but other times when I start it, little green horizontal lines go about a forth of the way over the screen and then over the course of five minutes it goes to old broken tv.
