ios wifi timezone incorrect

My iPad is wifi-only. When I travel and connect to a hotel wifi network, the timezone is correctly updated. When I return home and connect to my home wifi the timezone fails to update. My wifi router has NTP enabled and has the correct time. What does iOS use as a source over wifi to determine the timezone? What do I need to set in my router or add to my network to resolve this?
