Can't reset or Restore Apple TV

Apple TV will no longer accept my Apple ID. It is correct and the correct password. It keeps requiring me to re-enter every few minutes. I tried to reset all settings and restore and it won't allow me to do that either. It is on the same network. I was able to connect my phone to it and use my phone as the remote, but I can't pay for movies because it won't accept my Apple ID. How can I fix this issue?

AppleTV 2, iOS 11.2.5, iPhone 8
