I had the same thing and found that when using an activity tracker synchronised via bluetooth, the notification sounds would be silenced. To check this try to change the noise associated to the notification and no sound will be heard. Switching off bluetooth brought back the sounds ! This was true for all notification sounds except Ringtone - which always worked.

APPLE - Definitely think it's a software issue. The connected device was a FITBIT tracker. Someone has coded the phone notification sounds to be silenced [with no option] when the tracker is connected and in range.
click on the small i in a circle at the upper right of a message from a contact (such as your wife) that is not giving you an alert. turn off “hide alert” and it should now give an alert from that person.

I had the same problem with my wife new iPhone not getting text alerts from me.
I checked all the setting and could find nothing wrong. but I have managed to get it sorted and this is what I found.
When to receive the text message go to messages and you will see the new message there. Next to the senders profile picture there is a little blue dot that looks a bit like a half moon. Press and hold this and it will open a window and there you will see a green slider button. Slide this across close the window and this hopefully will sort the problem.
I also had the same problem, turned out to be the “Letscom” fitnesses Tracker watch. Same problem as with the “Fitbit” tracking watch. If the watch is connected by Bluetooth and “binding“ then all audio sounds will not work. So, you can either get audio notifications or you can track your fitness via the watches, but not both until Apple fixes the conflict.

Do you face this problem for a particular person or for all the contacts ?
1. For Particular Person : You might have muted his notifications.
2. For all : You might have selected None in the Settings and then in Sounds.
If you have an Apple Watch paired to your iPhone, then when the iPhone is locked, notifications will not go to the phone, they will go to the Apple Watch. As far as alerts to the iPad, if you have Messages turned on for the iPad, you should receive notifications if the sound is turned on, and notifications are set in Settings.

I have an SE running 11.4.1, and I have the same problem. My text message alerts come through fine if Bluetooth is disabled but I don't consistently receive them if it's enabled.
I haven't found any other work-around and hope that Apple provides a resolution soon.
When I removed my bluetooth headset from Beats, then the notification started to come again as they should... Now the question is if I can pair the them again or not
my iphone 7 would sometimes give a text alert and sometimes not. i discovered it was contingent on the contact person texting. i tried all the suggestions on many websites for the last month or more. someone just taught me that if you go to the screen of texts from a person whom you are not getting alerts from and look at the very top of the screen.
at the top of the text thread screen you should see the contact name and/or phone number. click or touch the contact name or number at the top of the screen and the top contact screen will expand down. when it expands down you should see three options to click on: audio, facetime, and info. click on 'info'. another screen will open. you should see the contact's name again and under that is: "Send My Current Location" and under that is: "Share My Location" and under that is "Hide Alerts". i had "Hide Alerts" set to the 'on' position (the on position is when the button is slid right.) i slid the "Hide Alerts" button to the left and turned it off and now i get text alerts. forgive me if this is too elementary but i find a lot of advice is a little too vague.
If I leave my Apple Watch on the charger the notification on my phone work as normal, as soon as I put the watch on the phone notification stop working. I hate the idea of not wearing my watch, but text notifcation are much more important to me. Wish this would get fixed soon.
As stated I’ve tried all of the settings changes available, including all combinations but still no sound for text alert. The number and sequence of settings changes are too numerous to list. My phone is not paired with any other device. I occasionally use it as the remote app for my Apple TV.
I have had this issue for almost a year now. It inconsistently gives me alerts for texts and Reminders. I have tried EVERY SINGLE fix, including Apple sending me a new iPhone 7 since they agreed I had tried all possible fixes. BUT...the problem is identical in the new iPhone. Is Apple ever going to fix this problem, as it's obviously a software and not a hardware issue!
Alerts do not sound when I receive a text message.
