Are there any other way to remove Icloud account other than email and security questions?

My mom forgot her Icloud account password and we can't update her Ipad. We tried to reset her password but the date of birth is invalid. The other way is through mail but we cant access it because she dont know her password. She wanted to create a new account and reset her Ipad but she can't because her Find my Iphone software is on and cannot be turned off with out her icloud password. What should we do?
