Why won’t my photos go to recently deleted?

I had just bought more ICloud storage but my photos still won’t go to my recently deleted it still immediately deletes. Do I need more actual storage and not just iCloud storage?

iCloud not saving pictures So I've had this problem where my pictures don't upload to iCloud anymore and it keeps saying I have no space. Why are you deleting the photos only to purchase more space? More space for what if you're deleting the photos?
