My iPad uses 1.06 GB storage vs 238 MB on my iPhone. Is this normal amount of storage use and can it be reduced?

My iPad uses 1.06 GB storage vs 238 MB on my iPhone. Is this normal amount of storage use and can it be reduced? I have already deleted all mail from all folders and there is no change in storage used.

iPad Wi-Fi, iOS 10.3.3
