That is not a feature in Mail. You will need a third-party add-on for that.

Read receipts do not work since it is up to the recipient whether or not to respond to read receipt requests.
thanks, they are not responding to a specific request in the email...so trying to determine if they are actively avoiding me...if I knew the email was opened/read I would have the answer for certain.
It is no one's business if or when I open/read my email. Think what a useful tool you would have if you were a scamming spammer and you could determine if someone opened/read your spam/phishing emails.
Call them if they are not responding to your emails.
Given the ease with which email accounts can be hijacked or the sender can be spoofed, the sort of system you are seeking could be dangerous. For example, Burgler Bill could send you emails to get a clue as to whether or not you were home or had left home for an extended period. In any case, it’s an intrusion of privacy and I am not sure that it would be legal, at least in the UK.
