Why are all my contacts not showing up in Safari

All my contacts show up in contacts BUT only 4 or 5 of them are available for me to use in e-mails. Example

I have Lissa as a contact in my contacts but when I type L no contact at all shows up.

Why is this and what have I done wrong.

I set up my new IPad Pro 10.5 and this is all so far that I found is not working. Seems as though all my contacts have not gotten to and from the cloud etc.
