I am using an iPad Air 2 and I would like to run an HTML program. Is there an app that I can use?

Thanks for the help. I have dragged the file to Safari but with no results. The program was originally in Flash but was rewritten in hopes of using it in an iPad. The program has two parts that I have in one folder.
Use Safari browser.
iOS devices do not supoort Adobe Flash or Flash code.
Haven't since the first iOS device in 2007.

HTML is not a programming Language.
It renders page layout for browser to display.
