iCloud Photo Library is a syncing service, not simply offline storage. The physical space on your device and the iCloud storage space are two different things. They cannot be "combined" and one can't be used as a substitute for the other. You can archive the photos (or just the ones you seldom use) to your computer, copy them to a safe place (like a thumb drive) if you wish, and then delete them on your device (and in iCloud).

Transfer photos and videos from your iPhone, iPad, or iPod touch - Apple Support

You won't have "instant" access to those photos anymore though.

my photo 6 + doesn’t have but 16 gb available and I would like to remove most of the pictures that are taking up space but if I delete them from my photo they delete from all devices. I have an IMac with all the space I need .. how can I just have a number on my phone like my watch.. there should be a way to do that. Can anyone help ??
