My other phone unable to turn on icloud drive

My other phone even update ios but idrive drive “ON” is in gray color - means unable to ON - any other option how? I cannot backup my whats up and transfer to my new phone.

Try restarting the device -- Restart your iPhone, iPad, or iPod touch - Apple Support.
