iCloud drive not syncing MacOS 10.13.3

My Desktop and Documents no longer sync to iCloud. I have tried everything - enable/disable iCloud, signing out and back in - restarts blah blah...


iCloud drive syncs fine between my IOS devices, just not my dongle book Pro 15" 2017 with touch. I have no idea what to do now... I like to markup items on my desktop with my iPad and have them update. The items I put on my desktop just sit forever with an UP ARROW....
