Carrier AT&T. ATT says the issue is not them is the phone. I already reset my network settings turned off and on my location services. When I’m on the road and I tell the GPS to take me to a restaurant for example and and I hit go, the GPS thinks that I’m still at home and that that’s my departure place instead of where I am actually at the time.
While I'm kind of new to having a smart phone track my route,
and so don't really like the idea, I did note when mine on Wi-Fi
'found' what appears to be seen as a landmark for GPS... that
item later would be also used to triangulate or as a marker for
other location services with Cell services.
That said, I've been looking for every means to stop the notification
& all tones from each of their source in iPhone ~ to include the 'ring'.
{Localized 'advertisements' are something I don't need, either.
...Nothing like drive-by barrage of ads from places I won't go.}
The issue is not AT&T. However, for GPS to be accurate you need to have Wi-Fi turned on. If the phone can't determine your current location it will use the last known location. GPS signals alone are very weak, and will be blocked by something as simple as being surrounded by tall buildings, dense forest, indoors, underground or even heavy rain or cloud cover.
It's also possible that your phone is broken; in that case it won't route you at all.
Wi-Fi must be on for all Location Services, including GPS. You can turn it off any specific function in Settings/Privacy/Location Services.
You should also go to Settings/Wi-Fi and turn off Ask to Join Networks.
Note that Wi-Fi must be on for your phone to know your location, but having it on does not allow others to track you. While networks will see your phone's Wi-Fi, if you are not actually connected the phone will send a fake Wi-Fi identifier that changes with each such request, so no one will know it's you.
Of course, there are many other ways to track you that have nothing to do with your phone. Most police cars automatically scan every license plate and add the location to a central database. So do Repo drivers, and provide that information to the police database. If you have any automated toll transponder it isn't just read on toll roads, it can be scanned anywhere, and is. If your car is not paid off lien holder will frequently hide a GPS receiver and transponder on the vehicle.
While I've wi-fi service (via AirPort through cable router) and can see other
neighboring wi-fi user accounts, with my Macs on wi-fi, I've never sought
to enable 'Ask to Join Networks' and have concern with the other names
being able to access my local wi-fi.
..Almost needless to say, I've already been aware of not allowing that service..
especially when or if I'm mobile. Usually my iPhone is totally ignored, but now
I've gotten SE that uses iOS11.2.x (instead of older 5C on 10.3.x) it tries to be
more active automatically. ~ So I hear buzzes from apps as never before.

I always have my wifi on. I’ve my phone for about two years and never had this issue before. I do believe it must be broken. Do you think this problem can be fixed by Apple?
