Hi
I use iphone 6s. All pictures which i take or save from net which are in my gallery gets blurry after some days. Then there is small error sign “!” at the end of the picture. Then i can’t send any pictures on whatsapp, fb messenger or any. Meaning i can’t use the picture. Why is that so? What is the solution.

Hmm, the photos are probably stored in iCloud and only a thumb-nail is on your phone. Go to Settings > your-name > iCloud > Photos > Optimize iPhone Storage. Is it on? If so, only the thumb-nail is available on the phone is save space. You can turn it off, but your phone may be short on storage.
Go to Settings > General > iPhone Storage. Do you have sufficient storage available? It should be at least 10% free.
