How Can I Get Back Into My Phone?

My phone (6+) randomly restarted while I was using it and is now in activation lock. When I put in Apple ID it says my apple ID can not be used to unlock this iPhone, but it is definitely the right account and I even changed the password to make it work. The phone also will not connect to iTunes on my computer or connect to any Wifi. How can I get back into it?
