two factor authentification

My macbook pro does not have the security option in order for me to turn-on the two-factor authentification!

This is very odd and does not allow me to access iCloud mail on my android.

Is there a solution without having to pay for customer service?

Your signature indicates that your MacBook Pro has OS X Mavericks (10.9.5). Note that two-factor authentication has the following requirements from Two-factor authentication for Apple ID - Apple Support

Two-factor authentication is currently available to iCloud users with at least one device that's using iOS 9 or OS X El Capitan or later. Learn more.

If you can't or don't want to update the operating system on your MacBook you can use two-step verification instead of two-factor authentication: Two-step verification for Apple ID - Apple Support
