If this was Apple directly, why do you think they’d charge you fraudulently? If they charged you for it, then yes, I would say Apple did what they charged you for. That has been my experience with Apple - they bill you for services rendered, not made up charges. You can always call them and ask for a further definition of what was done.
If this was not Apple itself doing the service, then your issue would be with whomever did do the service.
