Moving files to iCloud Drive doesn't open space on my computer

I just bought 200GB of storage on iCloud. I moved 'Folder1' that contains 40GB of video from my computer to the iCloud Drive folder.

1) This Folder1 shows up on iCloud it says I'm using 40GB.

2) This Folder1 no longer shows up on my computer.

3) The storage on my computer has not changed. It should be reduced by 40GB, but it's not. So I'm still out of space on my computer. Thought that was the whole idea of using iCloud.?.

Have tried Empty Trash, but that doesn't do anything.

MacBook Air, iOS 10.3.1
