iPad iCloud drive not syncing

My iPad Pro running iOS 11.2.6 is not updating changes that take place on iCloud.

PDF files that I add/delete/move from my Mac are not being changed on my iPad.

These changes do take place on my iPhone 7 Plus and I can verify then using Safari on my Mac.

What can I do the fix my problem?

Try turning off syncing on the iPad and turn back on to see if that resolves it.

I have same problem with my iPad and have tried turning sync off, rebooting and checking settings. Any further advice please.
