In iOS mail how do I delete Weather Box and RedAlerts?

My email provider has no answers on this. I am having several problems with the Mail program on my iPhone 7 model A1778 running iOS 11.2.6.

The first is that the iPhone will not download new emails from my main email provider. No such problem with my iPad or Macs, which is good but shows it is the iPhone. That issue helped me notice that I have somehow inherited two email accounts I have no interest in nor can I delete them.

They are RedAlerts Emergency and Weather Box.

In Accounts & Passwords I have turned them to inactive. But they can not be removed. It leaves me with two questions: Is this a “virus” (hate to use that word with an Apple product)? and could these here-to-fore unknown accounts account for the issues with my main issue?

Go to Settings>General. Swipe down until you see iTunes Wi-F- Sync. Under that should be VPN. What you're looking for should be right under that and above Regulatory. it's possible the name has changed.
