Wierd “!” on my photos.

Hello, I just bought more iCloud space because I saw a weird “!” on my old photos (they were showing in a very low quality). And I thought it is cause I don’t have enough space for them so I payed 3.99 PLN and they still showing in bad quality. Is there anything I can do about this?

I have iPhone 6 and iOS 11.3 beta 5 if that would help

How to unfavorite photos in iCloud photo?
