verification required?

I tried to set up my Apple ID with a debit card but it declined it for some reason. Doesn’t really matter to me, but when I left and tried to download a free app, it asked for verification. I went back to my payment option with the different options, name, address, etc and chose none (options were credit/debit, paypal, or none) and when I tried to download the same app, it asked for verification again. Help, I looked it up and couldn’t find a solution.
