Can I keep all the music that I download
If I join apple music and if I decide to cancel can I keep all the music that I have downloaded

Apple Music is a subscription service which gives access to nearly all of the iTunes Music catalogue while you have an active subscription. When the subscription ends so does your ability to listen to anything downloaded with the service. Anything you buy is a different matter.
