it wont let me restore my disabled device through itunes. it comes up with an error

I have an Iphone SE that has a passcode we are locked out of which is disabled and iTunes will not let us restore. It brings up an error code. 0xE000015 Our iTues is up to date.

iPhone SE, Windows 10

I connect to ITunes, It brings up the error code, It lets me click ok and then it goes away. I have rebooted the phone, updated the computer, iTunes, and tried every port! It will not bring me to the recovery mode. It just says on the phone connect to iTunes. I unplug the phone and plug it back in and it brings the error code back up. I unplug the usb and and it does the same thing. It will not bring me to the recovery mode.
