Apple IPad email does not work. I am lucky if I can send one in ten emails

IPad Pro and iPad Mini 2 w/ OSX 11.2.6 cannot send emails. Have checked everything with email provider, all in order, several consultations, process of elimination points to Apple email app failure.

iPad Pro Wi-Fi + Cellular, iOS 11.2.6, Also iPad Mini 2 with same problem
