Welcome to Apple Support Communities. It sounds like you're having issues with the Tap to Speak Time feature of your Apple Watch. This is an essential part of the Apple Watch experience and i'd be happy to help with this. If you haven't done so already, you'll want to be sure to check that the Tap to Speak Time is enabled in your settings on the Watch app of your iPhone. If not, go to My Watch > Sounds & Haptics and turn on Tap to Speak Time.
