Can carriers lock your phone if you didn't buy it from them, and the phone is all paid off?

Problem with phone phone I have a iPhone that I am trying to unlock to use on a different carrier. The problem is, when I contact my carrier they tell me that the phone I have was never been paid for so they can't unlock it.
