My videos in my camera roll are buffering they will load and cannot be played!

I cannot play 70% of my videos in my camera roll nor can I find a solution to this issue on the net or any forums.

when I go to lunch as a video it opens but nothing plays except for the buffering circle.

I have checked my settings and optimisation is turned off. I have also checked my iCloud settings and it shows nothing is being stored in there. I am using an iphone 8 Plus.

There are a lot of important memories I need to recover and desperately need some advice.

I understand that you're unable to load your photos and videos on your iPhone with iCloud Photo Library on. I'd be happy to look into this with you. Your photos may take a few minutes to load if you are using iCloud Photo Library. You can also try testing between Wi-Fi and LTE when loading your photos. Use this article to connect to Wi-Fi to test:

Connect to Wi-Fi on your iPhone, iPad, or iPod touch
You'll also want to be sure you have enough storage to load the photos and videos:

Specifically following these steps:

Make sure that you have enough storage
