Apps still uninstalling, despite disabling features

I've disabled the "space saving" featuring of uninstalling apps, both via "General -> iPhone Storage" and via "iTunes & App Store". Yet I still have apps that are uninstalled. The cosmic timing is a few times now: an app that I use, though seldomly, is needed right when I have little data connection to re-download it. Very frustrating.

Is there another place this setting needs to be disabled? I can never keep track with all the various locations Apple keeps its settings...

Offload unused apps - how to disable? my iPhonesX keeps failing on installing an update and I stupidly decided to select the “remove unused apps”. Immediately I went to settings to reverse this action but there is no ability that I can see to leave my apps alone. Search on here shows the same question with “resolution” being how to enable removing apps. It does not have a disable button in this feature to undo silly decisions. Look forward to your response.

Why has the delete app option been removed? I can only delete on Home Screen, app remains in library forever. Not happy. How do I permanently delete my iPhone XS downloaded apps? I don't want to save any information or data. That function appears to have been disabled. I can only delete on Home Screen but app remains in App Library.

Deleting apps is disabled on my i phone Hello, i disabled deleting apps a long time ago (since having iphone 4 or 5 i think) by managing restrictions from the settings, but i can no longer delete any app because I can’t find the restrictions in settings after so many updates, so I can’t delete anything. What do i do?
