crating an apple id

hello? can anybody help me out in setting up the apple id of my sister? She just purchased it, already have an apple id but when i proceed in the appstore to download, i cant select the “none” option in the payment and cant complete the process.

iPad 2 Wi-Fi, iOS 11.2.6
