why can’t i purchase more things on app store?

i know that it costed money and it is charging my account but it won’t let me so i switched cards on the payment info but again a day later it says the same message of contacting apple and itunes so what can i do to allow all and as many times charged on my card ? ( also it isn’t on this apple id it is on another)
