Error - Note unavailable

When sharing a note from my iPad to my iPhone I am receiving an error that says "Note Unavailable, The owner stopped sharing, or you don't have permission to open it. I have an iPhone 8 (iOS 11.2.6) and a 2017 iPad (iOS 11.2.6). I have went through the note sharing pages to verify both our on the cloud (separate accounts). I see no lock on the note and I have tried sharing several times. Any ideas?
